In order to apply under Ontario’s Express Entry streams, you must have a profile in the Canadian Federal Express Entry system and receive a Notification of Interest (NOI) from the Province of Ontario.

You may qualify for a nomination under:
1. Employer Job Offer Immigration Stream. This is for workers who already have a permanent job offer from an Ontario employer;
2. Human Capital Immigration Stream: For workers who have necessary work experience, education, language skills, and a profile in Canada’s Express Entry system; or for graduate students
3. Business Immigration Stream: for entrepreneurs looking to start a new or buy an existing business in Ontario
Ontario’s Express Entry Program
To qualify under Ontario’s Express Entry streams, you must have received a Notification of Interest from Ontario and have an up-to-date profile with your most current work experience, language tests, and education in the Federal Express Entry system.
Programs:

French-Speaking Skilled Worker stream: for French-Speaking skilled workers with the required work experience, education and language proficiency in French and English;

Human Capital Priorities stream: for skilled workers with the required work experience, education and language proficiency in French or English;
-
Skilled Trades stream: for workers with work experience in Ontario in an eligible trade occupation;
-
Business category: You must be an entrepreneur from outside of Canada who is looking to implement a new business idea or buy and grow an existing business in Ontario.
The Employer Job Offer: In-Demand Skills Stream is open to foreign workers in and outside of Canada. You must apply online to be nominated by the Ontario government for permanent residence.
If you are nominated, your will need to apply to the federal government through IRCC.
The Ph.D. Graduate Stream gives international graduates with an Ontario Ph.D. degree the opportunity to apply to permanently live and work in Ontario. You can apply to the Ph.D. Graduate Stream if you meet all the criteria in the six categories below. You don’t need a job offer to apply.
1. Education
You must have completed the requirements necessary to obtain a Ph.D. degree. The degree must be from an eligible university in Ontario. At least two years of your Ph.D. studies must have been completed while legally living and studying in Ontario.
Note: You don’t qualify if you have received a bursary, grant, or scholarship that requires you to return to your home country after you earn your Ph.D. degree.
2. Residency in Ontario
You must have legally lived in Ontario for at least one year in the past two years before you apply.
3. Settlement funds
You must have enough money to support yourself and your dependent family members when you settle in Canada.
4. Intention to live in Ontario
Your ties to Ontario will be examined.

5. Legal status in Canada (if applicable)
If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination.
6. Application period
You must submit your application within two years of completing the requirements necessary to obtain your Ph.D. degree.
Ontario’s Express Entry French-Speaking Skilled Worker Stream gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.
You must have a valid profile in Federal IRCC's Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for PR.
Ontario’s Express Entry Human Capital Priorities Stream gives foreign workers with the required skilled work experience, language abilities, and education the opportunity to apply to permanently live and work in Ontario.
IRCC’s Express Entry system
Express Entry is an online system IRCC uses to manage applications for permanent residence in Canada. Ontario Government searches the system to find candidates who may meet the criteria of one of Ontario’s Express Entry streams.
Before you can create your profile in IRCC’s Express Entry system, you must:
1. Take a language test;
2. Get an Educational Credential Assessment (ECA) if you completed your education outside Canada, and
3. Determine the National Occupational Classification (NOC) code for your past work experience
Once you are ready, you can create your Express Entry profile.
Ontario’s Express Entry Skilled Trades Stream gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario.
You must have a valid profile in IRCC's Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence.
The Entrepreneur Stream is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.
Requirements:
1. Business experience
You must have at least 24 months of full-time business experience in the last 60 months.
2. Net worth
A. If your proposed business will be located:
within the Greater Toronto Area (City of Toronto and Durham, Halton, York, and Peel regions) you must have a minimum net worth of 800,000 CDN.
B. outside of the Greater Toronto Area, you must have a minimum net worth of $400,000 CDN.
If your proposed business is in the information and communications technology/digital communications sector then regardless of location, you must have a minimum net worth of $400,000 CDN.
3. Personal investment funds and minimum equity
The Ontario Immigrant Nominee Program (OINP) welcomes foreign national entrepreneurs willing to invest in Ontario. The criteria include an applicant demonstrating that they meet minimum personal net worth and investment criteria.

7. Additional requirements if purchasing an existing business:

You must make at least one business-related visit to Ontario within 12 months from the date of registering an Expression of Interest

The business being purchased must have been in continuous operation by the same owner(s) for the previous 60 months

Ownership of the business must be completely transferred to the applicant or any business partner
-
You must use at least 10% of your personal investment towards improving or expanding the business in Ontario
-
You must keep all permanent full-time employees that worked in the business prior to the transfer of ownership
General business requirements
1. The purpose of the business must be to make a profit from active income through the sale of goods and/or services.
2. Your business must be in compliance with all relevant federal, provincial, or municipal legal, regulatory, licensing, and employment standards.
3. Your business must be permanent. It cannot be project-based or seasonal.
4. A place of business must be in Ontario at all times
Ineligible types of businesses:

Automated car wash business

Holding companies

Laundromats
-
Pawnbrokers
-
Payday loan and related businesses

Scrap metal recycling
-
Tire recycling
-
A business involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services

Businesses which have been previously owned/operated by current or former OINP business stream nominees

If your proposed business will be located in the Greater Toronto Area, the following types are also ineligible.

Existing Franchises in Ontario (new foreign franchises expanding into Ontario are permitted)
